The present work is basically a study on policy premise of the state intervention. The core quest of this compilation is to bring to surface the policy dichotomy that is the planning-implementation divide alongside a query on capability enhancement. Government policies are meant to uplift the vulnerable segment of the society. On these scores, the present engagement underscores the need for and the significance of a holistic policy premise. Welfare policies addressing economic or social issues construed as the institutional mechanisms through which the downtrodden segments strengthen their capabilities and standards of living. Therefore, it is required that the formulation of policies need to be premised upon pro- people rationale which is emancipatory and participatory.
