Two detectives, Jack Decker and Mike Harris begin a routine investigation of what appears to be another death by overdose but soon turns into a first-degree murder case. The question they ask is, "What could a fifteen-year-old girl possibly know that would make her a target for murder?" An unexpected personal connection leads the detectives on a search for her killer in the underbelly of drugs in America. Their search takes them from the back allies of Cincinnati to the halls of Congress. Everywhere they turn, they find ruthless killers trying to protect the guilty.
