Billington is a quiet little town to which a drifter comes to visit a Vietnam buddy. He meets his buddy's sister which starts a whirlwind romance. He marries her, settles down and they have two sons. Everything seems to go fine until a group of terrorists enlist another youth to help get the eldest son, Johnny, hooked on drugs. Unfortunately the younger son, Michael finds his brother stash of drugs and dies of an overdose. Johnny is devastated by this and thinking of killing himself gets his father?s gun. While he is still holding the gun, the doorbell rings and he goes to answer it. When he sees a police officer at the door he panics and runs out the back and through the back gate of their garden. The police officer sees him running with the gun in his hand. When he walks back later without the gun, the police are concerned about the missing gun. Later that evening Johnny?s friend is found shot twice behind the school playing ground shed and Johnny?s gun is lying beside him. Everything points to Johnny as the killer, but some things don?t tie in for the Police Sargent, Bob White, and he checks further. He is able to prove Johnny could not be the killer, but since a gang seems to be involved he charges Johnny with the murder to protect him while he investigates further. The investigation keeps expanding and taking different twists, which brings in the FBI, the DEA and Highway patrol. Bob gets a few breaks and finds the gang are a large group of terrorists targeting the food supply in North America and Europe. Just in time the FBI and other law enforcement agencies manage to round up the group as they are on their way to distribute their deadly cargo.
